Kristopher "Cody" Parker, while a patient at Meadow Pines Hospital, a private mental health hospital in Longview, allegedly suffered injuries related to restraints used on him. After suit and the passage of an appropriate time period, the defendant Hospital moved for, and received, dismissal of the lawsuit because of Parkers failure to file an expert report under Section 74.351 of the Texas Civil Practice and Remedies Code. See Tex. Civ. Prac. & Rem. Code Ann. § 74.351 (Vernon 2005).
